Mr. Haase provides entitlement support for the company’s land development projects, beginning with the entitlement process and including infrastructure improvements and project revisions. He is actively involved in project design and community outreach to achieve the company’s goal of delivering the highest quality development.
 
Prior to joining Baldwin & Sons, Mr. Haase worked for Sudberry Properties, Inc. on retail andmixed-use projects, including the 230-acre Civita mixed-use development in Mission Valley andWatermark in Scripps Ranch. His professional experience includes 17 years in the public sectorwhere he managed large, complex organizations responsible for all aspects of land use, planningand building safety. In March 2002 Stephen was appointed as the director of the Planning,Building, and Code Enforcement for the City of San José. His previous position was with the City
of San Diego Development Services Department where he served as acting and assistant director. He has also served as an expert witness in the land use, planning, and entitlement disciplines.
 
Stephen earned a Masters of Business Administration from San Diego State University (SDSU) in August 1989. His undergraduate degree is also from SDSU where he majored in Public Administration.
 
Circulate San Diego (CSD) resulted from the 2014 merger of WalkSanDiegocreated in 1998, and Move San Diego, created in 2004. WalkSanDiego has focused on the initiatives related to safety and connectivity for pedestrians, supporting various communities with the development of Safe Routes to School, community walk audits, and Complete Streets Policy and Planning. Move San Diego has focused on the development of alternatives to the automobile, such as trolley, bus and other mobility choices. The merger to create CSD combines the regional view of the future of the San Diego region with the “last mile” experience at the neighborhood level. CSD is an expert in the intersection of planning, land use, transportation, mobility, and health. A framework for the work of CSD is the triple bottom line, also known as the three “E’s” of sustainability: social equity, environmental quality, and economic prosperity. CSD is a leading
advocate with cities, the County, and SANDAG, the metropolitan planning organization for the region.
